These terms apply to your purchase and use of Citizens Opinion Panel membership and this website. By buying or using either, you agree to them. Please read them.
Who we are
We are a private company, not a government agency or program, not an election authority or regulator, and not affiliated with or endorsed by any government body, political party, campaign or candidate. Our domain contains the word “Foundation” and our brand contains the word “Citizens” because what we do is show ordinary citizens where to get paid for their opinions. Neither word means anything official. Nothing we send you is a notice, a benefit, a grant, a ballot, a voter registration or a government payment, and no part of what we do is carried out on behalf of any public body.
Citizens Opinion Panel is a privately owned company. For one payment of $19 we show you where to get paid for your opinions. You get a list of the places and the ways an ordinary person gets paid for what they think — research panels, political and civic surveys, focus groups, mock juries, in-depth interviews, product and advertisement tests, call-in opinion lines — and for each one, what it pays, what it involves, and how to apply so that you actually get accepted. The companies on that list are the ones who pay you. We do not pay you, we do not employ you, and we do not write the questions. We are a paid list — a directory and matching service. That is the entire thing.
What you are buying
Membership is a one-time $19 purchase that licenses you, personally, to use our list of paid opinion opportunities. It gives you:
- the list of places and ways people get paid for their opinions, with what each one pays, what it involves, and how to apply so that you get accepted;
- the opportunities that are currently open to somebody with your profile and in your area;
- updates to the list as opportunities open and close;
- email support, answered within one business day.
It is access to information and a matching service. It is not a job, not employment, not a contract of work, not a guarantee of income, and not a business we run on your behalf. You are not our employee or agent. You decide which companies to apply to and whether to do any of the work at all, and you can stop at any time.
We are not the payer. Every company on the list is independent of us. If one accepts you, your agreement about the work and the pay is with that company, under its terms, and it is that company that pays you. We are not a party to it, we receive no commission on it, we hold no money for you, and we are not responsible for whether a company accepts you, pays you, pays you on time, or treats you well. If something goes wrong with one of them, tell us — we will take a bad actor off the list — but the agreement is theirs and yours.
Nothing renews
The $19 is a single charge. There is no subscription, no recurring billing and no fee that comes back later.
Optional upgrades
After you buy, you may be offered optional upgrades. Each is a separate one-time charge, each can be declined, none is required, and declining any of them does not reduce or remove what you already bought. The upgrades are:
- Done-For-You Setup — $67. A service we perform on your behalf: we fill in and submit applications to every panel on your list, write your profiles, and set up your payout details once, using the information you give us and with your authority to do so. We normally complete it within 48 hours of your order. Submitting an application is the service; being accepted is each company’s decision and is not something we can promise.
- The Private Board — $37. Access to a further list of paid opinion opportunities that are not publicly advertised, including focus groups, mock juries, in-depth interviews and invitation-only panels. The same terms apply: outside companies run them, outside companies pay you, and each decides who it accepts.
If you decline one, a lower price for it may be offered once before the offer closes. You can decline both and keep full access to the list you bought.
Done-For-You Setup, in detail
If you buy Done-For-You Setup, you authorise us to use the details you give us to complete and submit applications to third-party panels and research companies in your name, and to enter your payout details with them. You confirm that everything you tell us is true, because an application containing something untrue can get you removed by that company. You can tell us to stop at any time, but we cannot withdraw an application that has already been submitted. We do not guarantee any particular number of acceptances, or any at all.
Fair use of the list
One membership per person. The list is licensed to you personally for your own use. Do not share your sign-in, and do not copy, republish, resell or post the list, the Private Board or any part of either. The not-publicly-advertised opportunities in particular exist because they are not published; posting them removes them for everybody. We may close an account that does this, and a closed account for this reason is still covered by the Refund Policy within its 30 days.
No guarantee of income
We do not guarantee that any company accepts you, that you will earn any amount, or anything at all. Any figure, example or testimonial anywhere on this site is an illustration, not a promise. The $18.20 figure is the average pay for one paid opinion job on the list, paid by the outside company running it; 7 is how many are open at the moment; and $127.40 is those seven at $18.20, which describes what today’s open jobs pay in total and not what any member earns. Your opinions are yours
Nothing we sell has anything to do with your vote, your voter registration or your ballot, and nobody is paid to hold or express a particular opinion. What you tell an outside company is between you and them, under their privacy terms. We do not receive your answers, and we do not pass member details to parties, campaigns, candidates or government bodies. See the Privacy Policy.
Tax
Money an outside company pays you is income and is taxable. Keeping records and reporting it is your responsibility, and companies that pay you may report it or ask you for a tax form of their own.

Eligibility
You must be 18 or over and legally able to enter a contract.
The site is provided as is
This site, the list and the member area are provided “as is” and “as available”, without warranties of any kind, to the fullest extent the law allows. We do not warrant that any particular number of opportunities will be available to you at any time, that any listed company is still recruiting, that the content is error-free, or that access will be uninterrupted. Details change at the listed companies’ discretion and we update the list as we learn of changes.
Limit of liability
To the fullest extent the law allows, Citizens Opinion Panel is not liable for lost profits, lost earnings, lost data or any indirect, incidental or consequential loss arising from this site, the list, or anything done by a company on the list. Our total liability to you for any claim is limited to the amount you actually paid us. Nothing here limits liability that cannot be limited by law, and nothing here affects the rights set out in the Refund Policy.
Intellectual property
The content, text, images, video, research and design of this site, the list and the member area are protected by copyright and remain ours. Third-party names and trademarks belong to their owners and are used only to identify those companies; naming a company on our list does not mean it endorses us or that we are affiliated with it.
Changes
We may update these terms. The current version is the one posted here, with its “last updated” date. Continued use after a change means you accept the updated terms.
